Participation of the Association in the business meeting with the new Head of the State Customs Service of Ukraine

On May 14, 2026, the head of the Association of Ukrainian Importers of Fish and Seafood, Dmytro Zagumenny, took part in a large-scale meeting of the leadership of the State Customs Service of Ukraine with representatives of leading business associations of Ukraine, organized with the participation of the Ukrainian Business Council, the European Business Association and the American Chamber of Commerce in Ukraine.
 
The meeting was one of the first public dialogues of the business community with the newly appointed Head of the State Customs Service, Orest Mandziy, after the completion of the open competitive selection for this position.
 
During the event, key areas of reforming the customs system of Ukraine for 2026–2027 were discussed, as well as practical issues that businesses face daily when conducting foreign economic activities.
 
Among the main topics of the discussion:
• minimization of "gray schemes" and the fight against smuggling;
• formation of equal and transparent conditions for doing business;
• automated exchange of customs information with EU countries and other trading partners of Ukraine;
• development of IT infrastructure and synchronization of Ukrainian customs systems with European practices;
• issues of control of customs value of goods;
• implementation of modern approaches to assessing the efficiency of customs work (KPI);
• certification of personnel and strengthening of a culture of integrity;
• development of customs infrastructure and simplification of procedures for honest business;
• functioning of the free trade regime with the EU and issues of confirming the preferential origin of goods.
 
Special attention during the meeting was paid to the issues of determining the customs value of goods and the need to form a predictable and understandable mechanism of interaction between business and customs authorities. Representatives of the business community noted positive changes in this area, in particular, a decrease in the number of disputes regarding the adjustment of customs value.
 
During the discussion, the Director of the Department of Control and Administration of Customs Payments of the State Customs Service of Ukraine separately noted the work of the Association of Ukrainian Importers of Fish and Seafood as an example of professional dialogue on the regular provision of price information on goods of group 03 of the Ukrainian Customs Union (fish and seafood). According to Dmytro Padun, such systematic interaction significantly helps in the implementation of customs value control and contributes to the reduction of contradictions during customs clearance of goods.
 
It is extremely important for the Association that the industry professional dialogue between business and state authorities continues, and the position of conscientious importers is increasingly taken into account when forming the practice of customs authorities.
 
The Association will continue to actively participate in professional discussions on customs policy issues, protecting the interests of legal business and forming transparent and competitive conditions for working in the Ukrainian fish and seafood market
